The Regular meeting of the Town Board of the Town of Masonville was called to order at 7:30 P.M.

 

PRESENT:

Supervisor: Craig DuMond

Councilmen: George Denys, Doug McKown, Vince Warner, Stewart Wilcox

Town Clerk: Pamela Walker

Hwy.Supt.: Duane Gifford

 

 

PUBLIC:Steve Tiska, Ernst Keidel, Tom Cardi, Bob Basile, Jeri Brayman, Elaine Bradish, Dan Melchiorre, Curt Christensen, Norm Jump, Larry Jump, Betty Wilcox, Abdu-Shahid, Lou Girvilo, Theresa & John Questel, Judy Jackson, Bob Jackson, Nick Genovese

 

MINUTES:

Motion by Doug McKown to accept minutes as presented, seconded by Stewart Wilcox, all in favor carried.

 

FLOORTIME:

Abdu-Shahid spoke on not being able to have the farmers market this year in Masonville but will try again next year.

 

HIGHWAY REPORT:

  1. Grader patch was put down on Pine Swamp
  2. Paved Herrick Hollow Road but will need to be stone and oiled and will have to finish putting down shoulders
  3. Masonville helped Sidney pave their end of Herrick Hollow
  4. The Tire machine has been delivered and is working well
  5. Masonville put in a sleuce pipe for the Town of Bainbridge with the excavator in excange for help with paving
  6. Mowing roadsides
  7. Working Teed Road-changing sleuce pipes and widening the road
  8. Changing drivway pipes on McMullen Road
  9. Put in new driveway pipes on Roof Road, Shears Road and Parker Hollow for new landowners.

OLD BUSINESS:

  1. Craig said that County Rt 20 has not been forgotten.  Many normally scheduled projects have been put off due to last and this year’s flooding.
  2. Craig said that he would like a motion later on the Dog shelter contract.
  3. Craig said that it looks like the abandoned cemeteries throughout town will not become the Town’s responsibility as they were old family burial plots and never incorporated by a cemetery association.
  4. Craig said he will be asking for a resolution on the tax relief act later on in the meeting.

 

NEW BUSINESS:

  1. Craig stated a motion will be needed for 2007-2008 fuel bids
  2. Craig said the teamsters contract negotiations are moving right along.  The next meeting is scheduled for Monday at 8:00 am.  The Highway committee should be present.

 

 

SUPERVISORS REPORT:

      1.Craig said he thought the cell tower would be going up soon but there was a problem with

          Town of Waltons so they may need to keep the temporary tower longer.       

2.Craig said that the Town of Masonville is one of only 3 Towns in Delaware County that    

    are at 100% assessment out of 19 Towns in Delaware County.

3.Craig said that he will be applying for a Grant through the Empire State Development Corp. for a new Town Hall.  Craig has made it a goal to get a new Town Hall in the next 2 Years as Supervisor.

4.Craig asked that everyone support the Delaware County Fair.

5.Craig said that the following dates are set for the Towns Budget.

A. 9/1 Request forms

B. 9/20 Submit request form

C. 9/30 File Tentative Budget with Town Clerk

D.10/3 Present the Tentative Budget to the Public

E. 10/17 Budget workshop

F. 10/24 Post Public Hearing

G. 11/7 Public Hearing with regular meeting to follow

 

RESOLUTIONS:

Resolution # 20-Support for New York State Property Taxpayer Protection Action-NYS Assembly Bill 8775. So moved by George Denys, Seconded by Stewart Wilcox, all in favor carried. Copy Attached

Resolution #21-Appointment of advisory Committee-Town of Masonville Comprehensive Master Plan. So moved by George Denys, Seconded by Stewart Wilcox, all in favor carried.

RECOMMENDED MOTIONS:

  1. Upon the recommendation of the Town Supervisor; the Town Board approve the following small Cities Block Grant Projects. ID#MASll-17-$23,400.00, ID#MASll-19-$12,700.00, ID#MASll-14-$25,000. So moved by Doug McKown, seconded by George Denys, all in favor carried.
  2. Upon recommendation of the Town Supervisor; The Town Clerk be directed to advertise for Fuel oil/Kerosene bids (normal annual specifications) for the Town as well as the Masonville Fire District. Such advertisement shall be made in the Walton Reporter, Tri-Town News and the Daily Star, bids to be received and opened at the September 2007 meeting. So moved by George Denys, seconded by Stewart Wilcox, all in favor carried.
  3. Upon recommendation of the Town Supervisor; Pursuant to NYS Real Property Tax Law 310, the Town Board re-appoint Linnea Wilson to the postion of Town Assessor, 6-year Term, beginning October 1, 2007 and ending September 13, 2013. So moved by Vince Warner, seconded by Stewart Wilcox, all in favor carried.
  4. Upon recommendation of the Town Supervisor; the Town Board authorize the Town Supervisor to enter into agreement with the Delaware Valley Humane Society to provide municipal sheltering services as prescribed in section 115 of the Agriculture and Markets law and to provide other services in relation to confined, stray, sick, or injured and unwanted dogs; dogs ordered confined pursuant to section 2.4 of part 2 of the State sanitary code as cantained in chapter1 of title 10 (health). So moved by Vince Warner, seconded by George Denys, all in favor carried.
  5. Upon reommendation of the Town Supervisor; the Town Board enter into executive session for the purposes of discussing appointments at 8:10 p.m. So moved by George Denys, seconded by Doug McKown, all in favor carried

Motion by George Denys to pay all audited bills, seconded by Vince Warner, all in favor carried.
