The organizational meeting of the Town Board of the Town of
Masonville was called to order at 7:30 P.M.
PRESENT:
Supervisor: Craig DuMond
Councilmen: George Denys, Doug McKown, Stewart Wilcox, Kathy
Ryan
Town Clerk: Pamela Walker
Hwy. Supt.: Duane Gifford
PUBLIC:
Ken Ryan, Neita VanValkenburgh, Ernst Keidel, Ferdinand,
Stacy Ostrander, Steve Tiska, Bob Basole, Tom Cardi, Rae Ann Lakin, Lou
Girvilo, Tom Klehr
MINUTES:
Motion by Doug McKown to accept minutes as presented,
seconded by George Denys, all in favor carried.
FLOORTIME:
Steve Tiska said he saw a truck plowing the sidwalk by Jack
Palmers and observed that the trucks are ripping up the sidewalks. Steve is
concerned that this will effect the Town due to repairs, etc. in the
future. Craig said he understands that
at some point in the future this will have to be addressed. The current Town laws will be reviewed and
changed where needed. Craig stated that
once the process is legal and proper he will have no issue with consistent
enforcement of the Law.
HIGHWAY REPORT:
- Plowed
and salted 21 days.
- Fixed
hydraulic pump on truck #6.
- Truck
#4 has a bad injector and will be repaired by the International dealer.
- Trucks
#3,4,5 and 6 were inspected and all passed.
- Some
minor washouts from heavy rain and snow melting on Gould Dean Rd. and Teed
Hill Rd.
OLDBUSINESS:
- Craig
said that the Ambulance has been ordered and may be delivered as soon as
March.
NEW BUSINESS:
1. Craig
reported that a 100 acre parcel of land owned by the NYC DEP along County Route
27 has been opened for hunting and recreational use.
- Craig
reported that on January 9th, there will be a State audit of
the HUD Grant. This audit is a
matter of routine business.
- Craig
reported the Town will be receiving $6115.00 in State Aid for maintaining
the Town at a 100% equalization rate.
- Craig
reported on a new sex offender registry being administered by the County. Anyone wanting to be notified of new
sex offenders moving into Town should contact Craig to be listed for this
service.
COMMITTEE REPORT:
- George
read the CEO Report for December.
- George
said that the Master plan is completed and said it sould be sent out by
the County soon.
RECOMMENDED MOTIONS:
- Upon
the recommendation of the Town Supervisor; the annual “Blanket Offical
Undertaking” be filed in the office of the Town Clerk, covering all
officers, clerks and other emploees of the Town as prescribed by section
25 of the NYS Town Law. So moved by George Denys, seconded by Doug McKown,
all in favor carried.
- Upon
the recommendation of the Town Supervisor; it is recommended to appoint
Councilmen George Denys to serve as Deputy Supervisor, in the absence of
the Town Supervisor. So moved by Stewart Wilcox, seconded by Doug McKown,
all in favor carried.
- Upon
recommendation of the Town Supervisor; It is recommended to appoint Keith
Walker to serve as Deputy Town Clerk, in the absence of the Town Clerk. So
moved by George Denys, seconded by Doug McKown, all in favor carried.
- Upon
recommendation of the Town Supervisor; it is recommended to appoint Ted
Tiska as Dog Control Officer for the 2008 Calendar year. So moved by Doug
McKown, seconded by Stewart Wilcox, all in facor carried.
- Upon
recommendation of the Town Supervisor; it is recommended to appoint Pam
Walker as registrar of Vital Statisics for the 2008 Calendar year. So
moved by Doug McKown, seconded by Kathy Ryan, all in favor carried.
- Upon
recommendation of the Town Supervisor; it is recommended to appoint Joe
Reynolds as Code Enforcement Officer/ Building Inspector for the 2008
Calendar year. So moved by George Denys, sended by Doug McKown, qall in
favcor carried.
- Upon
recommendation of the Town Supervisor; It is recommended to designate the
Walton Reporter as the Towns official newspaper for the 2008 Calendar
year. So moved by George Denys, seconded by Kathy Ryan, all in favor
carried.
- Upon
recommendation of the Town Supervisor; It is recommended to appoint James
Cooros, Physician’s Assistant, as Town Health Officer for the 2008
Calendar year. So moved by Doug McKown, all in favor carried.
- Upon
recommendation of the Town Supervisor; It is recommended to apppoint Jeri
Braymen as Town Historian for the 2008 Calendar year. So moved by Stewart
Wilcox, seconded by George Denys, all in favor carried.
- Upon
recommendation of the Town Supervisor; It is recommended to appoint Judy
Jackson as Town Court Clerk for the 2008 Calendar year. So moved by Kathy
Ryan, seconded by George Denys, all in favor carried.
- Upon
recommendation of the Town Supervisor; It is recommended to designated the
National Bank and Trust of Bainbridge as well as the National Bank of
Delaware County, Walton, NY as official depositories of Town monies for
the 2008 Calendar year. So moved by George Denys, seconded by Stewart
Wilcox, all in Favor carried.
- Upon
recommendation of the Town Supervisor; It is recommended the following
committees br appointed for the 2008 Calendar year.

13. Upon
recommendation of the Town Supervisor; The Town Clerk file before 1/10/08
with
the State Department of Audit and
Control the names and addresses of all Town Officers,
elected and appointed, futher, file
the the State Office of Real Property Tax Services the
name of the Town Assessor, date of
appointment expiration of term in accordance with Town Law 30 (3). So moved by
George Denys, seconded by Kathy Ryan, all in favor carried.
14. Upon
recommendation of the Town Supervisor; the Town Clerk certify to the Delaware
County Clerk, within 20 days of appointment, the names, addresses
and Oath of office
Documents of all Town Officers, both elected and appointed. So
moved by George
Denys, seconded by Kathy Ryan, all in favcor carried.
15. Upon
recommendation of the Town Supervisor; The Town Clerk notify the NYS
Association of Towns, within 30 days, the names and addresses of all
Town Officers

As they

SUPERVISORS REPORT:
- Craig
welcomed new Board member Kathy Ryan.
- Craig
reported issues at the County level with the Treasurer’s Office. It appears the Treasurer is considering
pulling the use of her electronic signature if the Board of Supervisors
does not return (2) employees from the Dept of Fiscal affairs to her
office. This action could shut
down County operations as bills and employees will not be paid. The Treasurer’s issues have already
been before (2) Courts (Supreme and Appellate) where both courts ruled against the treasurer and in the
favor of the County. Craig stated
that he sees no purpose or rationale in returning the (2) employees to the
Treasurer as the move will not improve County operations. Craig states the issue has become
political and personal and he will not play these games. Craig states he voted “no” regarding
the returning of the employees as he feels it is not in the best interest
of the County or the taxpayers.
- Craig
reported that the County budget was passed with a .02% increase.
- Craig
stated that at the February meeting he will deliver his end of year
report, including the end of year financial report. Meg will also be at this meeting.
- Craig
said that he has received notification from the NYS DOT that they will be
initiating a “transitional speed zone” on SR #8 north of the hamlet. The speed zone will change from 30 mph
to 45 mph for 2/10 of a mile from the edge of the hamlet to Church Street.
- Craig
discussed plans for the new Town Hall.
Councilman Wilcox suggested looking into prefabricated buildings,
which are pre-engineered, thus eliminating engineering fees. Craig feels this is an excellent idea
and will follow up on Stewart’s recommendation.
- Craig
reported to Duane that the $72,000
CHIPS check has been received.
Motion by Doug McKown to pay all audited bills, seconded by
George Denys, all in favor carried.
