The regular meeting of the Town Board of the Town of
Masonville was called to order at 7:30 P.M.
PRESENT:
Supervisor: Craig DuMond
Councilmen: Doug McKown, George Denys, Stewart Wilcox, Vince
Warner
Town Clerk: Pamela Walker
Hwy.Supt.: Duane Gifford
PUBLIC:

MINUTES:
Motion by Doug McKown to accept minutes as presented,
seconded by Vince Warner, all in favor carried.
FLOORTIME:
- Mr
Esposito asked if anyone new why the Town was loosing so much electric,
even before it rains. Craig said he would check this out with the electric
company.
- Ferninand
Zytka thanked Duane for the nice job they did on his driveway but said it
will wash out again if the crown in the road is not fixed.
- Neita
VanValkenburgh spoke on the 2000-year parade in May on Memorial Day and
said the theme is to go back to the 1800’s.
HIGHWAY REPORT:
- Grader
patch was put down on Pine Hill
- Stone
and oiled Herrick Hollow Road
- Helped
Sidney Stone and oil their end of Herrick Hollow
- Rebuilt
.3 miles of Getter Hill Road from Rt. 206 tp George Walker
- Completed
FEMA project on Foster Road
- Mowing
Roadsides
- Working
on Teed Road- regrading road and putting down gravel
- Changing
driveway pipes on McMullen Road
- Mowed
Pioneer and Beech Hill Cemeteries
- Culvert
pipes for FEMA projects on Pine Swamp and Teed Road have been delivered-
waiting for stream permits.
OLD BUSINESS:
- Craig
said that the Teamster’s contract is completed and that later there be a
recommended motion for approvel.
- Craig
said that there will be a rabies clinic in Masonville on 9-7-07 at the
fire hall from 5:00 until 7:00
- Craig
said one bid was received for the fuel bid it was from Mirabitos. Oil-
$2.17-Fluctuating- $2.41 Firm. Kero- $2.42- Fluctuating- $2.79 Firm. The
Board agreed to have Craig check to see if the Town can get on the County
bid price, if not go with the Mirabito Bid.
NEW BUSINESS:
- Craig
handed out the County Flyers concerning operation clean sweep- Chemical
waste clean up.
- Craig
received a letter about the Revolutionary War Soldier’s marker and will be
asking via recommended motion for funding to support this.
- Craig
said that Star rebate checks are ready to be mailed to middle-class home
owners, however, all property owners qualifying for the middle-class STAR
must first return the proper form to the State. Enhanced Star property owners (seniors) need to do
nothing. Their checks will come
automatically.
COMMITTEE REPORT:
- George
read the CEO report for August.
- George
reported that the first Master plan advisory meeting has taken place and
that future meetings should be advertised in the paper. Minutes should be taken during the
meeting for the public. The next
meeting will be September 19 at 6:30 P.M. at the Town Hall. A consultant will be attending to
advise the committee. The Town Clerk will advertise and take the minutes
at all future meetings.
SUPERVISORS REPORT:
- Craig
said the Budget is coming together nice and things are in good shape. The
final numbers on the preliminary budget will be to the Town Clerk by the
end of the Month.
- Craig
reported on a tax rate update. The
latest revaluation project increased the overall value of the Town by 30
million dollars. This has caused
the tax rate per thousand to decrease just as the Board planned.
- Craig
said that the comprehensive master plan needs public input.
- Craig
said that he would be asking for a resolution later concerning the FAD
update.
Discussion was held on resolution #22 Support for the
lawsuit efforts against the EPA and NYC in regard to the 300 million dollar
land acquisition program. Craig said
if the city gets these lands people’s taxes and tax rates in Delaware County
will go up considerably.
Craig reported on the County budget and said it looks good
right now and they are working on keeping the budget at a reasonable level.
RESOLUTION # 22- Support for the Coalition of Towns Lawsuit
against the United States Environmental Protection agency on Filtration
Avoidance Primacy Authority.
Motion by Vince Warner, seconded by George Denys, all in
favor carried.
RECOMMENDEND MOTIONS:
- Upon
the recommendation of the Highway Committee, as well as the Town
Supervisor; the Town Board approve the Teamsters Union Contract
representing the Highway
Department Employees for the years effective January 1, 2008 through
December 31, 2011. So moved by George Denys, seconded by Doug McKown, all
in favor carried.
- Upon
Recommendation of the Town Supervisor; the Supervisor be authorized to
refurbish the revolutionary Soldiers Grave Marker at the Pioneer Cemetery,
funds to be paid out of the Contingency Budget. So moved by Vince Warner
seconded by Stewart Wilcox, all in favor carried.
Motion by Vince Warner to pay all audited bills, seconded by
George Denys, all in favor carried.
