The Organizational meeting of the Town Board of the Town of Masonville was called to order at 7:30 P.M.


PRESENT:

Supervisor: Craig DuMond

Councilmen: Mike Spaccaforno, Jeri Brayman, Betty Scott, George Denys

Town Clerk: Pamela Walker

Hwy. Supt.: Chuck Smith


PUBLIC:

Linnea Wilson ( Assessor ), Steve Tiska, Joe Reynolds ( CEO ), Nick Genovese, Bob Basile, Ernst Keidel, Kathy Ryan, Mr & Mrs Sontag, Lou Girvilo, Jim Warner, Bob Jackson, Steve Roff, Tom Cardi, Gloria Patrick, Ron Longwell, Judy Jackson ( Justice ) .


Motion by Mike Spaccaforno to accept minutes as presented, seconded by George Denys, all in favor carried.


Craig wanted to thank Michael Burpoe who just left for Afghanistan for his service to our country.


FLOORTIME:

  1. Kathy Sontag asked the board for permission to have an antique & collectable shop out of her home. Craig approved and said that new business for this Town is great.

  2. Lou Girvilo asked about the former Wilcox Road which is now Road 13. He stated 911 has it under Wilcox but the sign say Road 13 and some GPS systems have it listed as one or the other. Lou called the County and they said it is Road 13. Lou asked what could be done. Craig said he would check this out and see if he can get an answer.


HIGHWAY REPORT:

  1. Working on Shop addition

  2. Plowing and sanding roads as needed

  3. Winter tires are on all trucks

  4. Replaced sander convayor chain on truck #3

  5. Custom built a welding table for the new addtion

  6. Picked up Town Hall furniture in Buffalo, NYC and Delhi.

  7. Purchased a truck for Federal Surplus to replace the 1988 Mack

Craig reported that all the surplus furniture the Town received free of charge. This saved the Town thousands of dollars. (Great Job)


COMMITTEE REPORT:

  1. Mike said the Town Hall is about 98% complete and that they are finishing up 6 final items left on the punch list. Mike said the project right now is about $40,000 under budget. Craig again Thanked Mike for all his time, labor and donations and thanked the Highwaymen for all they have done. This has saved the Town hundreds of thousands of dollars and would not have been possible without all their generosity.

  2. George had Joe read his end of the year report. George Thanked Joe for his outstanding job, keeping up on his education, certifications, etc. ( Great Job )


RECOMMENDED MOTIONS:

  1. Upon recommendation of the Town Supervisor: the annual “Blanket Official Undertaking” be filed in the office of the Town Clerk, covering all officer, clerks and other employee of the Town as prescribed by section 25 of the NYS Town Law. So moved by Mike Spaccaforno, seconded by Betty Scott, all in favor carried.

  2. Upon recommendation of the Town Supervisor; it is recommended to appoint councilmen George Denys to serve as Deputy Supervisor, in the absence of the Town Supervisor. So moved by Mike Spaccaforno, seconded by Betty Scott, all in favor carried,

  3. Upon recommendation of the Town Supervisor; it is recommended to appoint Keith Walker to serve as Deputy Town Clerk, in the absence of the Town Clerk. So moved byGeorge Denys, seconded by Betty Scott, all in favor carried.

  4. Upon recommendation of the Town Supervisor; it is recommended to appoint Ted Tiska as Dog Control Officer for the year 2012 Calandar year. So moved by Mike Spaccaforno, seconded by Betty Scott, all in favor carried.

  5. Upon recommendation of the Town Supervisor; it is recommended to appoint Pamela Walker as registrar of Vital Statisics for the Calendar year 2012. So moved by George Denys, seconded by Mike Spaccaforno, all in favor carried.

  6. Upon recommendation of the Town Supervisor; it is recommended to appoint Joe Reynolds as Code Enforcement Officer/Building Inspector for the 2012 calendar year. So Moved by Betty Scott, seconded by George Denys, all in favor carried.

  7. Upon recommendation of the Town Supervisor; it is recommended to designate the Walton Reporter as the Town’s offical newspaper for the 2012 calendar year. So moved Betty Scott, seconded by Mike Spaccaforno, all in favor carried.

  8. Upon recommendation of the Town Supervisor; it is recommended to appoint James Cooros, Physician’s Assistant, as Town Health Officer for the 2012 calendar year. So moved by Mike Spaccaforno, seconded by George Denys, all in favor carried.

  9. Upon recommendation of the Town Supervisor; it is recommended to appoint Councilwoman Jeri Brayman as Town Historian for the 2012 calendar year. So moved by George Denys, seconded by Mike Spaccaforno, all in favor carried.

  10. Upon recommendation of the Town Supervisor; it is recommended to appoint Laurie Burpoe as Town Court Clerk for the 2012 calendar year. So moved by Mike Spaccaforno, seconded by Betty Scott, all in favor carried.

  11. Upon recommendation of the Town Supervisor; it is recommended to designate the National Bank and Trust of Bainbridge and the National Bank of Delaware County Walton the offical deposirories of Town monies for the 2012 calendar year. So moved by Mike Spaccaforno, seconded by George Denys, all in favor carried.

  12. Upon recommendation of the Town Supervisor; it is recommended the following committees be appointed for the 2012 calendar year.

Insurance & Legal: Chairwoman Betty Scott & Jeri Brayman

Building & Grounds: Chairman Mike Spaccaforno & Jeri Brayman

Highway: Chairman George Denys & Mike Spaccaforno

Codes & Ordinances: Chairman George Denys & Betty Scott

  1. Upon recommendation of the Town Supervisor; The Town Clerk before 1/10/12 file with the State Department of Audit and Control the names and addresses of all Town Officers, Elected and Appointed, and further file with the State Office of Real Property Tax Service the name of the Town Assessor, date of appointment expiration of term in accordance with Town Law 30(3). So moved by George Denys, seconded by Mike Spaccaforno, all in favor carried

  2. Upon recommendation of the Town Supervisor; The Town Clerk certify to the Delaware County Clerk, within 20 days of appointment, the names, addresses and Oath of Office documents of all Town Officers, both elected and appointed. So moved by George Denys, seconded by Mike Spaccaforno, all in favor carried

  3. Upon recommendation of the Town Supervisor; The Town Clerk notify the NYS Association of Towns, within 30 days, the names and addresses of all Town Officers. Both elected and appointed and also advise the Association of Towns of any changes as they occur throughout the year. So moved by Betty Scott, seconded by Mike Spaacaforno, all in favor carried.

SUPERVISORS REPORT:

  1. Craig spoke on the County selling the Certified Home Health Care Agency. He was the lone Supervisor who voted against it as he had reservations to County was moving too quickly. Now there are significant problems with the transaction. Craig reported the he reminded his colleagues of his solitary “no vote”.

  2. Craig reported that Delaware County Emergency Services has secured a federal grant of 1.5 million to assist in improving emergency radio communications within the County; mainly inoperability. As chairman of public safety, he is very proud of this.

  3. Craig reported that at the County Organizational Meeting he was again appointed Chairman of the Public Safety Committee as well as the Capital Services Committee.

  4. Craig reported that Meg will be at the next meeting to give the Board a final financial report for 2011. Craig said the Town is solvent and in excellent financial shape. We should all be proud of everything we accomplish considering Masonville has the smallest budget of all 19 Towns in Delaware County.
