The Public Hearing of the Town Board of The Town of Masonville Was called to order at 7:30 p.m.
Purpose of said hearing is on the proposed 2010 Preliminary Budget. Regular meeting to follow.

Steve Tiska asked if the Pole Barn is coming out of the 2010 budget. Craig replied the pole barn has nothing to do with the 2010 budget…the money from the pole barn is coming out of the building reserve fund.

MINUTES:
Motion by George Denys to acceot minutes as corrected, seconded by Kathy Ryan, all in favor carried.
Mike Jastremski gave a presention to the board on the West Branch Delaware River Stream Corridor Management Plan. Mike spoke on the benefits of adopting this plan.
Craig said the Board would look this over and dicuss at next Months Meeting and proceed from there.
FLOORTIME:
Rae Ann Lakin asked that the Board look into the trailer on Thorpe Hill Road. She stated the residents are burning items and that she has heard the trailer has no running water or septic. Craig said he would have the CEO look into it.
Rae Ann Lakin spoke on a bunch of cars that are also parked on Thorpe Hill Road. Craig said the CEO would also look into that.
Ernst Keidel said that he first moved here on this day in 1999 and that he is very glad to be a part of this fine Town.
Jeri Braymen thanked the Hwy. Dept. in advance for the upcoming snow season.
HIGHWAY REPORT:
Finished graveling the hill on Clark Rd.
Repaired Truck # 3- parking brakes
Started to get equipment ready for Winter
Filling potholes
Started construction of the pole barn
Excavated problem area on McLaughin Rd, repaired with donated stone products
Cut Brush on Houck Rd, Pine Hill intersection for safety concern of the blind spot at bus stop
Repairing Teed Hill and Gifford Rd. from the flooding on Oct. 24th
Cleaning out pipes and ditches from the Oct. 24th and 28th flooding
Chuck spoke on a stainless steel plow for Truck #7 and said he could get one for $3000.00.
Craig asked for a recommendation from the Highway Committee.
Motion by Doug McKown to authorise the Highway Superintendent to purchase the requested plow for $3000.00, seconded by Mike Spaccaforno, all in favor carried.
OLD BUSINESS:
Craig reported on the problem property on 206 and said the Town has the go adhead to start demolition. Craig also said that 2 other problem properties are very close to be resolved in a similar way as the first one. Craig said that the problem property on Cole Road has been turned over to a lawyer in Binghamton and hopefully be resolved by the end of the year.
Craig said the cell tower on Cole Road is up and running. Provider – T-Mobile
Craig said that the Town Hall grant requires a SEQRA review and went over the assessment form with the Board. Copy attached
NEW BUSSINESS:
Craig thanked the Board for doing a great job on the 2010 budget and said that the 2010 budget started at 9.9% prior to the budget workshop. The Board worked diligently to cut everything possible; no elected or appointed officials received raises, only the unionized employees and Highway Superintendent received wage increases. All department heads were given flat budgets with no increases in spending. With this said, the budget was finalized at 4.68% over last year’s budget, which was mainly driven by inflation as well as other mandates. The 4.68% would represent approximately a $30.00 increase for a typical $100,000 property. With Masonville’s budget being the lowest of all 19 Town’s in Delaware County, there isn’t much more ‘wiggle room’ left.
COMMITTEE REPORT:
George read the CEO report for the month of October
Mike said the New Town Hall plans have been sent to the architect’s office. A few minor changes are being and the plans should soon be ready to go.
RESOLUTIONS:
Resolution # 20- Resolution urging the Govenor and State Legislature to reduce State spending without shifting costs for State programs to County Government. So moved by George Denys, seconded by Mike Spaccaforno, all in favor carried. Copy Attached
Resolution # 21- Opposing a New York State fee for issuing license plates. So moved by Doug McKown, seconded by Kathy Ryan, all in favor carried. Copy Attached.
Determination of Significance Town Hall Reconstruction/Expansion State Environmental Quality Review Act. So moved by George Denys, seconded by Kathy Ryan, all in favor carried. Copy Attached
SUPERVISORS REPORT:
Craig reported that the Town would receive a check from FEMA for $5721.45 for the remainder of the Butts Road Bridge, appears for guardrails.
Craig reported on the County Budget and said it is a 200 million and said that they want to use most off the unexpended balance to keep the budget down. Craig said this would make next years budget more difficult as there will be a limited fund reserve left to off-set taxes next year. Craig would like to have taken a little bit of a bigger hit this year to save some money to even out the increase for next year.
Craig reported that thanks to Mike setting this up Cliff Crouch will be attending Decembers meeting, he will be at the Church from 5:00 to 7:00 for public questions and then will attend the Board meeting.
Craig said that there will be meetings on Flood Maps November 16th at SUNY Delhi from 2:00 to 8:00 and on November 17th at the Robinson Action Barn in Walton from 2:00 to 8:00.
Craig spoke on the passing of Walton Supervisor John Meredith. Craig said John was a great guy and a good public servant.
Motion by Doug McKown to adopt the 2010 Town Budget, seconded by Kathy Ryan, all in favor carried.
